This document contains proposed draft amendments to MARPOL Annex I and the Polar Code to incorporate a ban on the use and carriage for use as fuel of heavy fuel oil (HFO) by ships in Arctic waters. This Arctic ban would not apply to the carriage of HFO as cargo.
